Publishing requirements

Agent ID — lowercase slug, letters/digits/hyphens/dots (e.g. acme.code-reviewer)
Version — semver format (e.g. 1.0.0)
Description — a short summary of what the agent does
Capabilities — categories, skills, required tools, and any approval hints
